Streets flood ankle-deep in thirty minutes and drain just as fast. Inter-monsoon months (late April and October) can feel the muggiest of all - hot, windless, and sticky even at dawn. Because the city is low-lying and paved-over, heat lingers after sunset. Pavement still radiates at 10 p.m. and traffic exhaust adds a blanket effect. The payoff is that outside rain hours you can sightsee in T-shirt and sandals any week of the year. The penalty is that you'll sweat - sometimes before you've left your hotel corridor. The key is timing the wet, not the thermometer.
